What is the Rural & Francophone Immigration Program (RCIP + FCIP)?

Canada’s Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP) are community-driven pathways where:

  • employers must be designated by a participating community, and

  • eligible candidates need a valid job offer from a designated employer, plus a community recommendation, before applying for PR.

That’s why a curated list matters: the “right job” isn’t just any posting—it’s a job connected to a participating community and designated employer.

Top 10 companies with the most job listings (last 3 months)

These employers posted the highest volume of RCIP/FCIP-eligible jobs in this list:

Rank Company
1 North Bay Regional Health Centre
2 Health Sciences North
3 Prairie Mountain Health
4 Skystar Drywall Ltd.
5 Loewen Windows and Doors
6 Lake Shore Gold
7 North Bay City
8 GFL Environmental
9 VON Canada (Ontario)
10 Gowest Gold Ltd

How to use this: Start with repeat-hiring employers (the ones above). Apply to multiple roles where you match requirements, and track which employers refresh postings regularly.

What this tells you: Hiring is strongly concentrated in skilled trades, healthcare, early childhood, and service roles—exactly the kinds of roles many rural communities prioritize.

Even if you’re open to multiple locations, targeting the highest-volume communities increases your odds of interviews.

Eligibility requirements (brief) for RCIP / FCIP PR sponsorship

While each community can have local criteria and priority occupations, IRCC’s core requirements generally include:

1) A valid job offer from a designated employer in a participating community

  • You must have a job offer from a designated employer within the participating community, and the employer submits your recommendation application to the community for review.

2) Community recommendation

  • The community assesses whether the job is real, in a priority occupation/sector, and whether you meet the pilot requirements—then issues a recommendation if approved.

3) Work experience, language, education, and settlement funds

IRCC’s published candidate eligibility includes (at a high level):

  • At least 1 year (1,560 hours) of related work experience in the past 3 years

  • Language test results (minimum depends on job level)

  • Canadian credential or equivalent (ECA)

  • Settlement funds (if required based on your situation)
