The Big Change: 10 Streams Became 4 (Effective February 18, 2026)

Nova Scotia consolidated its Nominee Program from ten streams into four, saying the goal was clearer pathways for newcomers and employers and faster processing. The eligibility criteria underneath largely stayed the same — they were just reorganized under fewer names, with the old streams surviving as "sub-criteria."

The new structure:

  • Skilled Worker — absorbs the former Skilled Worker, Occupations in Demand, Critical Construction Worker Pilot, and Physician streams
  • Nova Scotia: Express Entry — absorbs the former Nova Scotia Experience: Express Entry, Labour Market Priorities, and Labour Market Priorities for Physicians streams
  • Nova Scotia Graduate — absorbs the former graduate-focused streams
  • Entrepreneur — absorbs the former Entrepreneur and International Graduate Entrepreneur streams

Two important notes: this only applies to new Expressions of Interest submitted after February 18, 2026 — anyone already in the candidate pool is unaffected. And separately, Nova Scotia introduced a 12-month validity period on EOIs, effective May 1, 2026, with transition rules for EOIs already in the pool.

Stream 1: Skilled Worker (the broad, employer-driven route)

This is the workhorse stream — and now the biggest one, since three former streams were folded into it. It requires a full-time, permanent job offer from a Nova Scotia employer.

Important: this is not a designated-employer stream.

Unlike the Atlantic Immigration Program, or RCIP/FCIP programs in other communities, Skilled Worker — and its Occupations in Demand and Critical Construction sub-criteria — does not run on a pre-approved list of employers. There is no such thing as a "designated employer" here, and no official registry to check a company against. Eligibility hinges entirely on whether the specific job offer meets the criteria: the right NOC/TEER level, full-time and permanent status, the sector not being under an intake pause, and so on. Any Nova Scotia employer can potentially make a qualifying offer, and any employer can also make an offer that doesn't qualify — the company name itself isn't what's being approved.

The employer names below aren't from an official list, because no such list exists for this stream. QuestJobs identified them through its own research: we cross-referenced the publicly available eligibility criteria for each sub-criteria (TEER level, NOC, sector rules) against publicly available information on companies operating in Nova Scotia and their current job postings. We did not contact, consult, or partner with any of these companies to confirm eligibility, and none of them are "approved" in any formal sense. Job requirements, NOC lists, and sector pauses can change at any time without notice, and QuestJobs makes no guarantee that a listed employer's current openings will qualify a candidate for this stream. 

  • TEER 0–3 occupations: 1 year of relevant work experience; CLB 5 language minimum; age 21–55; high school diploma or equivalent
  • TEER 4–5 occupations (the former Occupations in Demand criteria): 6 months' experience with the same employer; CLB 4 language minimum
  • Construction sub-criteria (the former Critical Construction Worker Pilot): same general structure, targeted at construction trades specifically
  • Physician sub-criteria (the former Physician Stream): separate eligibility track for physicians
  • No LMIA required — the provincial nomination itself supports a work permit application

Caveat worth knowing: New EOI intake from the Accommodation and Food Services sector (NAICS 72) has been paused since April 2024, and multiple sources describe that pause as still in effect through early-to-mid 2026. If your job offer is in a restaurant, hotel, or food-service setting, confirm current sector status before relying on this stream.

Stream 2: Nova Scotia: Express Entry

For candidates with an active federal Express Entry profile and either Nova Scotia work experience or a Nova Scotia job offer. A nomination adds 600 CRS points — in practical terms, a guaranteed invitation at the next Express Entry round. This stream isn't structured around a public job-board style employer list the way Skilled Worker is, since eligibility runs through your federal EE profile rather than a standalone job posting pathway — so there's no employer top-5 to report here the way there is for the job-offer-driven streams.

Stream 3: Nova Scotia Graduate

For recent graduates of Nova Scotia post-secondary institutions who want to stay and work in the province long-term. Live job data under this pathway is heavily concentrated in continuing care and health support roles.

Stream 4: Entrepreneur

For experienced business owners and senior managers looking to start or buy a business in Nova Scotia. Net worth and investment thresholds are higher in the Halifax region than in rural Nova Scotia, and nomination follows roughly a year of operating the business against an agreed Business Performance Agreement. This isn't a job-offer or job-posting pathway, so there's no "who's hiring" list that applies here — the employer, in effect, is you.

Bonus Pathway: Atlantic Immigration Program (Federal, Not NSNP)

The AIP is a separate, permanent federal program shared by all four Atlantic provinces — it runs alongside the NSNP rather than being part of it, and the February 2026 consolidation didn't touch it. It's employer-driven: you need a job offer from a designated Nova Scotia employer plus a settlement plan.

Eligibility Basics That Apply Across Worker Streams

  • Genuine intention to settle permanently in Nova Scotia
  • Language testing through IELTS, CELPIP, TEF, or DELF depending on stream
  • Education: minimum high school diploma, though higher credentials strengthen an EOI
  • Age typically 21–55 for worker streams
  • No Nova Scotia provincial application fee for NSNP nominations as of 2026 — federal IRCC fees still apply
  • EOIs are now valid for 12 months from submission (effective May 1, 2026)
