What Changed in 2026
- New sector added: Natural and Applied Sciences joined the priority list for 2026 — it wasn't there in 2025.
- Effective July 1, 2026 — two occupations removed: Security Guards (NOC 64410) and Administrative Assistants (NOC 13110). North Bay's own program office says the community's need in both was "successfully met."
- Effective July 1, 2026 — two occupations added: Plumbers (NOC 72300) and Construction Millwrights and Industrial Mechanics (NOC 72400), specifically to address skilled trades shortages.
- Fast food and retail remain fully excluded — reaffirmed again in the same June 2026 update, alongside convenience store and gas station positions.
- Designated employer count is now 220 as of the program's June 2026 statistics release — up from the low-to-mid 190s earlier in the year.
If Your Job Offer Was in Security or Administrative Assistant Roles
This is the part that actually costs people their applications. North Bay's own notice is blunt: if you submitted an application under NOC 64410 or 13110, your documents stop receiving consideration on July 1, 2026, and you're withdrawn from the candidate pool — full stop, no exception process beyond the standard employer feedback form.
If this is you, the practical move is checking whether your role maps to any of the current 25 priority occupations below, or looking at other federal/provincial pathways your employer might support.
The New Doors: Plumbers and Millwrights
If you're a licensed plumber or an industrial mechanic/millwright, North Bay just became meaningfully more relevant to you than it was six months ago. Given the sector's overall growth (220 designated employers now, up from 193), and Trades, Transportation & Equipment Operators already being the single largest successful-candidate category this year, this is where the program's real momentum is.
Reality Check: The "Sales & Service" Employers on Older Lists
If you've seen an older North Bay RCIP employer list — including QuestJobs' own prior roundup — you'll notice a long roster of retail and fast-food names: Walmart, Tim Hortons, Subway, Home Depot, LCBO, Dairy Queen, Boston Pizza, Giant Tiger, and similar. Those employers may well still hold their designation on paper. But North Bay has now reaffirmed, twice in 2026, that fast food and retail occupations — including convenience store and gas station roles — are excluded from the pilot entirely. For most of the specific jobs those brands would actually offer (cashier, retail associate, fast food service), there is no current path through this program.
Worth noting: Sales and Service as a sector isn't dead — North Bay's own June 2026 stats report 17 successful candidates from that sector this year. That likely reflects roles adjacent to the sector rather than the storefront/counter positions those big-box names are known for. Pharmacy-specific roles are a good example: Shoppers Drug Mart remains genuinely relevant because Pharmacy Technical Assistants and Pharmacy Assistants (NOC 33103) is an active priority occupation — that's a different job than the retail cashier role at the front of the store.

- At least 1 year (1,560 hours) of related work experience in the last 3 years, unless exempt
- Valid English or French language test results meeting the job offer's requirements
- Canadian education credential or foreign equivalent with an ECA
- Proof of sufficient settlement funds if not currently working in Canada
- Wage meeting or exceeding Job Bank's minimum wage for the NOC in the Northeastern region
- Minimum community score of 50 points to enter the candidate pool (97 points was the June 2026 average among successful candidates)
- Recommendations are valid for 6 months — miss that window with an incomplete or late PR application and it isn't reissued
